ورلڈ بینک اور آئی ایم ایف بجلی کی قیمتوں میں اضافہ نہ کرنے پر ناراض
Despite a 40 percent increase in electricity tariffs since the current government came to power, international donors are satisfied with the government’s failure to raise electricity tariffs to deal with the growing circular debt.
According to a report by Business Recorder, the World Bank (WB) has informed the Government of Pakistan that it has serious concerns over the government’s failure to increase electricity tariffs as per the February 2021 agreement.
The government signed an agreement with the WB and the International Monetary Fund (IMF) in February to increase the base tariff by Rs. 3.34 per unit in two stages.
An increase of Rs 1.95 per unit was announced in the same month but the increase of Rs 1.39 per unit which was to be implemented till June 1, 2021 was postponed. Both the Prime Minister and the Finance Minister had said that domestic and industrial consumers would not be able to bear the additional burden.
A WB delegation led by Vice President for South Asia Hartwig Schaefer called on Prime Minister Imran Khan. Finance Minister Shaukat Tareen, Energy Minister Hamad Azhar, Economic Affairs Minister Omar Ayub Khan and other concerned officials last week discussed electricity tariffs, fuel cost adjustment (FCA), and other issues in the energy sector.
The current base tariff is already high. 2.17 per unit, and the WB is demanding another increase. This is a tough decision for the government because there is a political cost to this increase. Nevertheless, quarterly tariff adjustments will continue in the monthly FCA.
According to the Initial Circular Debt Management Plan (CDMP), the government had promised international lenders an increase of about Rs 100,000 in tariffs. By 2022 per unit. It does not sit well with the WB and the IMF.
The WB has asked Pakistan for a new CDMP, which has not yet been finalized as the Finance Ministry has only estimated the subsidy and increased the base tariff.

ڈبلیو بی کے وفد نے نائب صدر برائے جنوبی ایشیا ہارٹ وِگ شیفر کی قیادت میں وزیراعظم عمران خان سے ملاقات کی۔ وزیر خزانہ شوکت ترین ، وزیر توانائی حماد اظہر ، وزیر اقتصادی امور عمر ایوب خان اور دیگر متعلقہ حکام نے گزشتہ ہفتے بجلی کے نرخ ، فیول لاگت ایڈجسٹمنٹ (ایف سی اے) ، اور توانائی کے شعبے میں دیگر امور پر تبادلہ خیال کیا۔
موجودہ بیس ٹیرف پہلے ہی زیادہ ہے۔ 2.17 فی یونٹ ، اور ڈبلیو بی ایک اور اضافے کا مطالبہ کر رہا ہے۔ یہ حکومت کے لیے ایک سخت فیصلہ ہے کیونکہ اس اضافے کی سیاسی قیمت ہے۔ بہر حال ، ماہانہ ایف سی اے میں سہ ماہی ٹیرف ایڈجسٹمنٹ جاری رہے گی۔

ڈبلیو بی نے پاکستان سے ایک نئی سی ڈی ایم پی مانگی ہے جسے ابھی حتمی شکل نہیں دی گئی کیونکہ وزارت خزانہ نے صرف سبسڈی کا تخمینہ لگایا ہے اور بیس ٹیرف میں اضافہ کیا ہے۔
