ٹام ویسٹ کا مزید کہنا تھا کہ امریکی مالی اور سفارتی مدد حاصل کرنے کے لیے طالبان کو دہشت گردی کو لگام دینے، تمام قومیتوں پر مشتمل جامع حکومت کے قیام، اقلیتوں، خواتین اور لڑکیوں کے احترام اور حقوق کی فراہمی سمیت تعلیم اور روزگار تک مساوی رسائی فراہم کرنا ہوگا۔
واضح رہے کہ افغانستان میں طالبان کے اقتدار سنبھالنے کے بعد سے امریکا اور طالبان کے درمیان پہلے مذاکرات 9 اور 10 اکتوبر کو قطر کے دارالحکومت دوحہ میں ہوئے تھے جس میں طالبان حکومت کے قیام کے بعد افغانستان کی صورت حال پر تبادلہ خیال کیا گیا تھا۔
