ISLAMABAD: The Oil and Gas Regulatory Agency (OGRA) found six mega-oil marketing companies (OMCs) on Wednesday that are involved in the continuing shortage of petroleum products across the country, and has reported them.
Ogra spokesman Imran Ghaznavi said the regulator has asked the petroleum department to hold an urgent product review meeting (PRM) to review the integrated system such as inventory, import, and local production.
Of a total of 33 OMCs, 6 are – Attock Petroleum Limited (APL), Shell Pakistan Limited, Total Parco Pakistan Ltd., Hascol Petroleum Ltd., Gas and Oil Pakistan and Puma Energy Private Ltd. – Land involved in lack of gasoline all over the world and show cause notices have been issued.
Ogra had responses from these 6 OMCs within 24 hours. If the OMCs violate the policy, the agency can revoke their licenses and impose fines of up to Rs 10 million. In the event of a continuing violation, an additional fine of up to Rs 1 million per day could be imposed, he added.
According to the physical review and inspection by third parties by HDIP, ogra officials, media reports and general complaints through the Prime Minister’s Citizens’ Portal, the Authority noted and found that these companies had abandoned regulated marketing in part by discontinuing delivery or providing inadequate deliveries in their retail stores, apart from violations of the 2016 rules (refining, mixing, transporting, storing and marketing) and the 2002 Ogra regulation, the spokesman said.
The agency has also proposed to the Petroleum Department to call an urgent PRM to review inventory levels, planned imports, and local production in light of the country’s growing demand for petroleum products in June.
The agency also advised the division to make arrangements for additional loads and instructed refineries to increase their production to the maximum to avoid a further lack of petroleum products.
The division was asked to implement the PRM decisions made on May 13 regarding the schedule of imports and local production quantities that refineries promised to deliver to all OMCs to maintain sufficient inventory and avoid adverse situations that would affect the Masses.
The Ogra spokesman said in a tweet that Ogra also advised the secretaries-general of the four provinces of Gilgit-Baltistan and Azad Kashmir, as well as the chief commissioner of Islamabad, to ensure the availability of oil stocks in the retail stores and to report this in the event of an anomaly.
These OMCs have been repeatedly instructed to ensure the availability of petroleum products in their retail stores as soon as possible and in good time to meet the demand to avoid inconvenience to consumers, the spokesman said.
The agency found that some OMCs held very healthy inventory levels at some locations, particularly in the south, while inventory levels were low in the central and inland areas, while few OMCs across the country operated at critically low volumes, ensuring continuity of deliveries to threatened retail stores in a timely manner based on their demand from the affected OMCs who ultimately had an impact on product availability on the market.

اسلام آباد: آئل اینڈ گیس ریگولیٹری اتھارٹی (اوگرا) نے بدھ کے روز ملک بھر میں پٹرولیم مصنوعات کی جاری قلت میں ملوث 6 میگا آئل مارکیٹنگ کمپنیوں (او ایم سی) کو پائے اور انہیں شوکاز نوٹس جاری کردیئے۔
اوگرا کے ترجمان عمران غزنوی نے کہا کہ ریگولیٹر نے پٹرولیم ڈویژن سے مطالبہ کیا ہے کہ وہ اسٹاک ، درآمد اور مقامی پیداوار جیسے مربوط نظام کا جائزہ لینے کے لئے ایک فوری پروڈکٹ ریویو میٹنگ (پی آر ایم) طلب کرے۔
مجموعی طور پر 33 او ایم سی میں سے 6 ، اٹک پیٹرولیم لمیٹڈ (اے پی ایل) ، شیل پاکستان لمیٹڈ ، ٹوٹل پارکو پاکستان لمیٹڈ ، ہاسکول پیٹرولیم لمیٹڈ ، گیس اینڈ آئل پاکستان اور پوما انرجی پرائیویٹ لمیٹڈ – پیٹرول کی قلت میں ملوث ہیں۔ ملک اور انہیں شوکاز نوٹسز جاری کردیئے گئے ہیں۔
اوگرا نے ان 6 او ایم سی سے 24 گھنٹوں کے اندر جواب طلب کرلیا۔ اگر OMCs اس ہدایت پر عمل کرنے میں ناکام ہوگئے تو اتھارٹی ان کے لائسنس منسوخ کر سکتی ہے اور جرمانے عائد کرسکتی ہے جس میں 10 ملین روپے تک کا اضافہ ہوسکتا ہے۔ انہوں نے مزید کہا کہ مسلسل خلاف ورزی کی صورت میں ہر دن کے لئے 10 لاکھ روپے تک کا مزید جرمانہ عائد کیا جاسکتا ہے۔
ایچ ڈی آئی پی ، اوگرا افسران ، میڈیا رپورٹس اور وزیر اعظم سٹیزن پورٹل کے توسط سے عام شکایات کے ذریعے تیسری پارٹی کی جسمانی توثیق اور معائنہ کے مطابق ، اتھارٹی نے نوٹس لیا اور پایا کہ ان کمپنیوں نے سپلائی بند کردی یا فراہمی بند کردی اور مارکیٹنگ کی باقاعدہ سرگرمی کو جزوی طور پر ترک کردیا۔ ترجمان نے بتایا کہ ان کے خوردہ دکانوں میں ناکافی فراہمی (ریفائننگ ، بلینڈنگ ، ٹرانسپورٹیشن ، اسٹوریج اینڈ مارکیٹنگ) رولز ، 2016 اور اوگرا آرڈیننس 2002 کی قانونی دفعات کی خلاف ورزی ہے۔

اتھارٹی نے ڈویژن کو مزید کارگو کے لئے انتظامات کرنے کا مشورہ دیا اور ریفائنریز کو ہدایت کی کہ وہ پیٹرولیم مصنوعات کی مزید کمی سے بچنے کے لئے اپنی پیداوار کو زیادہ سے زیادہ سطح پر بڑھاسکیں۔
