سندھ اسمبلی میں خاتم النبین حضرت محمدﷺ کے نام کے ساتھ لازمی طور پر لکھنے کی قرارداد منظورکی گئی
کراچی: سندھ اسمبلی نے پیر کو متفقہ طور پر ایک تاریخی قرارداد منظور کرتے ہوئے سفارش کی کہ آخری نبی حضرت محمد مصطفیﷺ کے نام کے ساتھ خاتم النبیین لکھا جائے جبکہ ایم کیو ایم کے ایک صوبائی ممبر محمد حسین نے یہ قرار داد پیش کی –
محرک نے کہا کہ اللہ رب العزت نے نبوت کے دروازے بند کردیئے ہیں ، لہذا یہ وضاحت کی جانی چاہئے کہ خاتم النبیین جب بھی اور جہاں بھی لکھی جائے حضرت محمد مصطفی کا نام ضرور لکھنا چاہئے۔
حزب اختلاف کے رہنما فردوس شمیم نقوی نے کہا کہ اس میں کوئی شک نہیں کہ حضرت محمد مصطفیﷺ کے بعد نبوت کا باب بند ہوگیا ہے۔ انہوں نے کہا کہ سندھ میں ایک قانون بنانا چاہئے کہ خاتم النبیین ہر کتاب میں لکھا جائے۔
تحریک لبیک کے ممبر مفتی قاسم فخری نے اس قرارداد کی حمایت کی اور کہا کہ خاتم النبیین کو جہاں بھی حضور (صلی اللہ علیہ وآلہ وسلم) کے نام کا تذکرہ ہے لکھا جائے اور پڑھا جائے۔ انہوں نے نشاندہی کی کہ دوسرے صوبوں میں خاتم النبیین کا لفظ نویں اور دسویں جماعت کے نصاب سے احذف کردیا گیا تھا اور اس کی مذمت کی گئی تھی۔ بعد میں ایوان نے متفقہ طور پر قرارداد منظور کی۔
ایوان کے مقدمے کی سماعت کے دوران ، اپوزیشن لیڈر فردوس شمیم نقوی نے ایک ایسی قرارداد منظور کی جس کی موجودگی میں موجود تمام پارلیمانی پارٹیوں نے حمایت کی تھی اور ، ان کی درخواست پر ، اس قرارداد کو مشترکہ قرارداد کی شکل دی گئی ۔ پاکستان کی حکومت سے درخواست کی گئی ہے کہ وہ جنت البقیع میں حضرت فاطمہ کے مزار کی تعمیر نو کے لئے سعودی حکومت سے رابطہ کریں۔
وزیر اطلاعات ناصر حسین شاہ نے قرارداد کی حمایت کرتے ہوئے کہا کہ پورا ہائوس ہمارے لئے موجود تھا اور پورا ایوان اس پر راضی ہوگیا۔ پیپلز پارٹی سے تعلق رکھنے والے ریاض شاہ شیرازی اور شبیر بجارانی نے بھی قرارداد کی حمایت کرتے ہوئے کہا کہ یہ ایک نیک عمل ہے۔ ہم تمام اخراجات برداشت کرنے کے لئے تیار ہیں۔ اس قرارداد کو بھی ایم کیو ایم نے محمد حسین کی حمایت کے بعد متفقہ طور پر منظور کیا تھا۔ سندھ اسمبلی پریس کی آزادی کے لئے پرعزم اور اظہار رائے کو دبانے کی ہر کوشش کی مذمت کرتا ہے۔
قرارداد میں کہا گیا ہے کہ وارث میر کے سلسلے میں لاہور میں انڈر پاس کا نام تبدیل کردیا گیا ہے۔ انڈر پاس کا نام تبدیل کرکے دوبارہ وارث میر سے منسوب کیا جائے ۔ حزب اختلاف کے رہنما فردوس شمیم نقوی نے کہا کہ وارث میر کوہم بھی ایک خراج تحسین پیش کرتے ہوئے اس قرارداد کی حمایت کرتے ہیں۔ وزیر اعلیٰ سندھ سید مراد علی شاہ نے کہا کہ وہ ظلم و ستم کے عالم میں حق کی تلاش اور حق کی تلاش کی مکمل حمایت کرتے ہیں۔
پیر کو سندھ اسمبلی نے اپنے اجلاس کے دوران ایوان کے قواعد و ضوابط میں تبدیلی کی۔ اس کے بعد ، جماعت کے ارکان گھر بیٹھے ایوان کے مذاکرات میں حصہ لے سکتے ہیں اور اُنہیں ایوان میں آئے بغیر مزاکرات میں حصی لینے کی اجازت ہو گی –
آن لائن سیشن میں ممبران تقریریں کر سکتے ہیں یہاں تک کہ وہ ایوان میں موجود نہ ہوں۔ ترمیم کے مطابق ترجمان سندھ اسمبلی کو جب چاہے آن لائن اجلاس طلب کرنے کا اختیار دیا گیا ہے۔ قواعد میں تبدیلی کی وجہ سے ، سندھ اسمبلی کے یہ ممبران آن لائن سیشن میں بھی حصہ لے سکتے ہیں جو فی الحال کورونا وائرس سے متاثر ہے اور سندھ اسمبلی میں نہیں آسکتے ہیں۔
ایوان کے سامنے ، وزیراعلیٰ سندھ مراد علی شاہ نے کہا کہ سندھ اسمبلی کے 90 ممبران نے کورونا ٹیسٹ پاس کیا ، سندھ اسمبلی کے کچھ ممبروں کا کورونا ٹیسٹ مثبت آیا۔ وزیر اعلی نے کہا کہ نئے سسٹم میں ہر ممبر کے پاس لاگ ان آئی ڈی ہوگا۔ ترجمان نے کہا کہ موجودہ وبا کی صورتحال میں اسمبلی کا آن لائن سیشن ہر ایک کو تحفظ فراہم کرتا ہے۔
صوبائی وزیر صحت ڈاکٹر عذرا فضل پیچوہو نے کہا کہ ملک کی خصوصا سندھ میں موجودہ صورتحال کو دیکھتے ہوئے یہ ممکن ہے کہ سندھ اسمبلی کے تمام اجلاس آن لائن ہونے کی ضرورت ہوگی ، لیکن اس فیصلے کا انحصار اس وقت کی موجودہ صورتحال پر ہوگا . اس کی سماعت کے دوران ، ایوان نے گورنر کے اختیارات کو محدود کرنے کا ایک قانون منظور کیا ، اور سندھ میں مشیروں اور تنخواہوں کے اختیارات کے تقرری سے متعلق قانون میں ترمیم کی گئی۔
اس ایوان نے سندھ کورونا ایمرجنسی ریلیف ایکٹ بھی منظور کیا ، جس کے تحت کورونا ایمرجنسی ریلیف ریگولیشن کے تحت دی گئی مراعات کو قانونی طور پر محفوظ کیا گیا تھا۔ سندھ اسمبلی نے سندھ وبائی امراض ترمیمی ایکٹ کی بھی منظوری دے دی۔
دریں اثنا ، سندھ اسمبلی کا اجلاس پیر کو ترجمان آغا سراج درانی کی زیرصدارت ایک گھنٹے کی تاخیر سے شروع ہوا۔ کورونا وائرس سے پیدا شدہ غیر معمولی صورتحال کی وجہ سے ایوان میں وقفہ سوالات تاخیر کا شکار ہوا اور توجہ دلاؤنوٹس پر مباحثہ بھی نہ ہوسکا، حفاظتی اقدامات کی ِبناء پر ، اجلاس میں 25 فیصد ممبران شریک ہوئے ، 28 نشستیں حکومتی ممبروں کے لئے اور 19 نشستیں حزب اختلاف کے ممبروں کے لئے مخصوص تھیں۔ آپریشن کے آغاز پر تھر پارکر میں کنواں کھودنے والے چار افراد کی ہلاکت کے لئے ایک منٹ کی خاموشی دیکھنے کو ملی۔
اپوزیشن لیڈر فردوس شمیم نقوی اور جی ڈی اے نند کمار نے وزیر پارلیمنٹ امور کی تجویز کو مسترد کردیا۔ مکیش کمار چائولہ کا کہنا ہے کہ اگر حکومت سوالات کا جواب دینے کو تیار ہے تو ہم بھی توجہ دلائو نوٹس کا جواب دیں گے اگر اپوزیشن یہ ذمہ داری لے کہ اگر کوئی ممبر کورونا وائرس کا شکار ہوا تو وہ اس کے ذمہ دارہوں گے ۔
وزیر اعلی سندھ سید مراد علی شاہ نے کہا اگر آپ کوئی سوال پوچھنا چاہتے ہیں تو ضرور پوچھیں۔ انہوں نے اپوزیشن کے ارکان کو طنزیہ لہجے میں مخاطب کرتے ہوئے کہا کہ آپ ہمارے الفاظ کو چھوڑ دیں اور وزیر اعظم کا کہا مان لیں۔
حزب اختلاف کے رہنما فردوس شمیم نقوی نے کہا کہ ہمیں یہ نظر آنا چاہئے کہ ہمارے کتنے ممبران آن لائن ہیں۔ اس کے علاوہ سندھ اسمبلی میں آن لائن سیشن کا آزمائشی تجربا ہوا ۔
KARACHI: The Sindh Assembly on Monday unanimously passed a landmark resolution in which it was recommended to write Khatam-un-Nabiyyin in the name of the late Prophet Muhammad Mustafa ( S.A.W.W) while this resolution was passed by a provincial member of MQM. The assembly was presented by Muhammad Hussain.
Muharram said that Allah, the Lord of Glory, has closed the doors of Prophethood, therefore it should be declared that the name of Hazrat Muhammad Mustafa must be written whenever and wherever Khatam-un-Nabiyyin is written.
Opposition leader Firdous Shamim Naqvi said that there is no doubt that the chapter of prophecy after Hazrat Muhammad Mustafa has been closed. He said that a law should be enacted in Sindh that Khatam-un-Nabiyyin should be written in every book.
Mufti Qasim Fakhri, a member of Tehreek-e-Labbaik, supported the resolution and said that Khatam-un-Nabiyyin should be written and read wherever the name of the Holy Prophet (PBUH) is mentioned. He pointed out that in other provinces the word Khatam-un-Nabiyyin had been deleted from the ninth and tenth grade curriculum and condemned. The House later passed the resolution unanimously.
During the House trial, opposition leader Firdous Shamim Naqvi adopted a resolution that was supported by all parliamentary parties present and, at his request, was formulated for a joint resolution to be discussed. The Pakistani government has been requested to contact the Saudi government to rebuild the holy shrine of Hazrat Fatima (S.A) in Janat-ul-Baqi.
Information minister Nasir Hussain Shah supported the resolution and said that the whole house was there for us and the whole house agreed to it. Riaz Shah Shirazi and Shabbir Bijarani from PPP also supported the resolution, saying that it was a good deed. We are ready to bear all costs. The resolution was also unanimously adopted by MQM after the support of Muhammad Hussain. The Sindh Assembly is committed to defending freedom of the press and the voice of expression. Condemns every attempt to suppress.
The resolution states that the name of the underpass in Lahore has been changed in relation to Waris Mir. The underpass name was to be changed to Durbah and attributed to Waris Mir. Opposition leader Firdous Shamim Naqvi said that Waris Mir Koham is also a tribute. We offer our dedication and support this resolution. Sindh chief minister Syed Murad Ali Shah said that he fully supports truth-finding and truth-finding in the face of oppression.
The Sindh Assembly changed the house rules and regulations during its meeting on Monday. Thereafter, members of the congregation can participate in the negotiations of the house sitting at home and may participate in the negotiations without coming to the house.

The provincial health minister, Dr. Azra Fazal Pechoho said that given the current situation in the country, particularly in Sindh, it is possible that all meetings of the Sindh Assembly will need to be held online, but such a decision will depend on the situation. During its trial, the House passed a law limiting the governor’s powers, and the law on appointing advisors and salary powers in Sindh was amended.
The house also passed the Sindh Covid-19 Emergency Relief Act, under which the concessions granted under the Corona Emergency Relief Regulation were legally protected. The Sindh Assembly also approved the Sindh Epidemic Diseases Amendment Act.
Meanwhile, the meeting of the Sindh Assembly began on Monday with a one-hour delay chaired by spokesman Agha Siraj Durrani. As part of the measures, 25 percent of the members attended the meeting, 28 seats were reserved for government members and 19 seats for opposition members.
