The Standing Committee on Finance, Revenue and Economic Affairs of the National Assembly on Wednesday passed the “Pakistan Security Exchange Commission (Amendment) Bill, 2020” with certain amendments after a thorough discussion on each of its provisions.
The 63rd meeting of the committee was held in the Parliament House under the chairmanship of Mr. Faizulla.
The committee debated the Bill, clause by clause, and after detailed discussion approved it unanimously with some amendments. However, due to paucity of time it delayed other legislative agenda.
During the meeting, Dr. Muhammad Ashfaq Ahmed, Chairman, Federal Board of Revenue (FBR) briefed the Committee on the overall performance of FBR, especially with respect to refunds on both Income Tax and Sales Tax since 2008. He explained the trend of revenue collection. , which confirmed an increase in revenue collection, especially during the months of July and August 2021. It was around Rs 323.8 billion.
Chairman FBR informed the committee that refund of sales tax is pending till 22nd September, 2021 due to difference in tariff. He was of the view that there is a need to review the tariff differential policy.
He stressed the need for significant investment in infrastructure development, IT sector in the wake of the recent cyber attack on FBR. He also emphasized that it is necessary to consider the policy regarding pending income and sales tax refunds before the tax year 2020 which should be liquidated through Joti SG.
Committee members expressed their views on the significant increase in revenue collection by FBR. He said the increase in revenue was due to increase in the price of imports, which was not a positive sign in terms of expansion of the tax net.
The meeting was attended by Dr. Ayesha Ghaus Pasha, Syed Naveed Qamar, Mr. Ali Parvez, Dr. Nafisa Shah, Mr. Amjad Ali Khan, Chaudhary Khalid Javed, Mr. Sadaqat Ali Khan Abbasi, Makhdoom Syed Samiul Hasan Gilani. , Mr. Faheem Khan, Mr. Kaiser Ahmed Sheikh and Syed Hussain Tariq, as well as senior officials from the Ministry of Finance, FBR, Housing and Construction, State Bank of Pakistan, Accountant General, Ministry of Law and Justice, and the SECP meeting. Chairman Audit Oversight Board and other stakeholders were also present.

کمیٹی ممبران نے ایف بی آر کی جانب سے محصولات کی وصولی میں نمایاں اضافے پر اپنے خیالات کا اظہار کیا۔ انہوں نے کہا کہ آمدنی میں اضافہ درآمدات کی قیمت میں اضافے کی وجہ سے ہوا ، جو کہ ٹیکس نیٹ میں توسیع کے حوالے سے مثبت علامت نہیں تھی۔
