ریلوے کی نئی رپورٹ نے پی ٹی آئی حکومت کی پیشرفت پر سوالیہ نشان کھڑے کر دیے
Pakistan Railways has incurred losses of more than Rs. 46 billion during the three years of Pakistan Tehreek-e-Insaf PTI government a departmental report revealed on Tuesday.
The report forwarded by the railways department to the Ministry of Railways stated that the total losses of Pakistan Railways had ballooned to Rs. 1.19 trillion. Of them, Rs. 46 billion were incurred during the first three years of the incumbent government.
The report revealed that between 2018 and 2021, 270 people lost their lives, while 396 others were injured in 455 train accidents.
No progress could be made in financial or administrative matters in the said period. For instance, 57 passenger trains were shut down in the last three years, bringing down the number of trains to 85 from 142. Similarly, the number of freight trains was reduced from 16,159 to 14,327.
Although the number of employees decreased to almost half, from 12,000 to 67,627, pensioners of the department have increased to over 115,000 people.
During the last financial year, the department paid Rs. 28.21 billion in terms of salaries of current employees, while a hefty Rs. 31.41 billion was spent on pensions.
Talking to Express Tribune, Sheikh Mohammad Anwar, Central President of Pakistan Railways CBA Union, remarked that the Pakistan Administrative Service has been appointing the Chairman Railways since 1991-92, but none of their appointments could bring improvement.
“The railway is a multi-technical institution, but when the head of the institution is non-technical, what will be the development of that institution?”, he questioned.
Reacting to the report, former Federal Minister for Railways, Khawaja Saad Rafique, said that the current government had completely derailed Pakistan Railways.
“The train is a ride for the poor and middle class, and we strengthened the department with reforms but the present government has ruined whatever ground we made by its incompetence and ineptitude,” he was quoted by Tribune as saying.
However, the current Railways Minister, Azam Khan Swati, was hopeful that the state institution will become a profit-making entity once again.
Swati believed that the implementation of the China-Pakistan Economic Corridor would transform railways.

محکمہ ریلوے کی جانب سے وزارت ریلوے کو بھیجی گئی رپورٹ میں کہا گیا ہے کہ پاکستان ریلوے کا کل خسارہ 2000 ارب روپے تک پہنچ گیا ہے۔ 1.19 ٹریلین۔ ان میں سے روپے۔ موجودہ حکومت کے پہلے تین سالوں میں 46 ارب روپے خرچ ہوئے۔
رپورٹ میں انکشاف کیا گیا ہے کہ 2018 سے 2021 کے درمیان 455 ٹرین حادثات میں 270 افراد اپنی جانوں سے ہاتھ دھو بیٹھے، جب کہ 396 دیگر زخمی ہوئے۔
اس مدت میں مالی یا انتظامی معاملات میں کوئی پیش رفت نہیں ہو سکی۔ مثال کے طور پر، گزشتہ تین سالوں میں 57 مسافر ٹرینیں بند کی گئیں، جس سے ٹرینوں کی تعداد 142 سے کم ہو کر 85 ہو گئی۔ اسی طرح مال بردار ٹرینوں کی تعداد 16,159 سے کم ہو کر 14,327 ہو گئی۔
اگرچہ ملازمین کی تعداد تقریباً نصف تک کم ہو کر 12,000 سے 67,627 ہو گئی، محکمے کے پنشنرز کی تعداد بڑھ کر 115,000 ہو گئی ہے۔
گزشتہ مالی سال کے دوران محکمہ نے موجودہ ملازمین کی تنخواہوں کی مد میں 28.21 بلین جبکہ بھاری روپے۔ پنشن پر 31.41 ارب روپے خرچ ہوئے۔
پاکستان ریلوے سی بی اے یونین کے مرکزی صدر شیخ محمد انور نے ایکسپریس ٹریبیون سے گفتگو کرتے ہوئے کہا کہ پاکستان ایڈمنسٹریٹو سروس 1991-92 سے چیئرمین ریلوے کی تقرری کر رہی ہے لیکن ان کی کوئی بھی تقرری بہتری نہیں لا سکی۔
انہوں نے سوال کیا کہ ریلوے ایک ملٹی ٹیکنیکل ادارہ ہے لیکن جب ادارے کا سربراہ نان ٹیکنیکل ہوگا تو اس ادارے کی ترقی کیا ہوگی؟
رپورٹ پر ردعمل کا اظہار کرتے ہوئے سابق وفاقی وزیر ریلوے خواجہ سعد رفیق نے کہا کہ موجودہ حکومت نے پاکستان ریلوے کو مکمل طور پر پٹڑی سے اتار دیا ہے۔
“ٹرین غریب اور متوسط طبقے کے لیے ایک سواری ہے، اور ہم نے اصلاحات کے ذریعے محکمے کو مضبوط کیا لیکن موجودہ حکومت نے اپنی نااہلی اور نااہلی سے جو کچھ بھی بنایا، اسے برباد کر دیا،” ٹریبیون کے حوالے سے ان کا کہنا تھا۔
تاہم موجودہ وزیر ریلوے اعظم خان سواتی پر امید تھے کہ ریاستی ادارہ ایک بار پھر منافع بخش ادارہ بن جائے گا۔
سواتی کا خیال تھا کہ چین پاکستان اقتصادی راہداری کے نفاذ سے ریلوے میں تبدیلی آئے گی۔
