The Pakistan Telecommunications Authority (PTA) on Friday informed the National Assembly’s Standing Committee on Information Technology and Telecommunications that it has so far blocked about 32,732,000 illegal subscriber identification / identification modules (SIMs) during 2021. What is it.

The committee observed that illegal SIM cards pose a threat to the security of the county. “We want to end the issue of illegal SIMs as soon as possible as they are a threat to national security but the concerned departments are not cooperating with us,” the chairman said.
The delegates informed the committee that the PTA has introduced strict measures to check illegal SIMs and the problems have been significantly reduced.
The committee directed PTA and NADRA to formulate a comprehensive mechanism for sale / issuance of illegal SIMs as it is a threat to national security as well as privacy of citizens. He further directed the PTA to work with NADRA to devise a system for blocking SIMs issued in the name of the deceased.
The parliamentary panel expressed serious concerns over the lack of measures to curb the illegal sale of SIMs.
Referring to the recommendations made by the committee in its previous meetings, the committee expressed frustration over the laxity of the concerned departments in devising a system for banning illegal SIMs. The committee directed the Director General of FIA to ensure his presence at the next meeting.
PTA representatives informed the committee that NADRA, as the custodian of national data, has agreed to share the data of the dead with PTA. He added that SIMs issued in his name would be blocked immediately. He said that PTA has also taken punitive action against mobile operators whose cell centers or franchises were found to be involved in issuing SIMs without the required requirements and verification.
“We have instructed mobile operators not to issue SIMs without biometric verification,” he said.
National Assembly member Sher Ali Arbab also criticized the PTA for not resolving the issue of illegal SIMs. “We have been hearing the same briefing for months, as no concrete steps have been taken by the authority to address the issue,” he said. He was of the view that the chairman of the committee should take action against the officials who were summoned and did not appear to brief the body.
The legislators were of the view that all fake activities were being carried out through these illegal SIMs.
Member Naz Baloch suggested setting up of special cyber units in police stations for registration of complaints. He also recommended empowering the cybercrime department with more staff as the existing strength was insufficient to handle the growing cybercrime cases.
Federal Secretary IT Dr. Sohail Rajput told the committee that the social media laws have been reviewed. He added that the rules have been updated and will be notified soon.
The member legal said that section 51 has been included in the rules and the cabinet has approved the revised rules on social media.
The Chair directed that the revised Social Media Rules be provided to the Committee.
Ali Gohar, a member of the committee, said the committee should be briefed again on the revised social media laws. He added that legislation can be enacted so that people do not commit cyber crimes. He said there should be a comprehensive briefing on cybercrime legislation.

کمیٹی نے پی ٹی اے اور نادرا کو ہدایت کی کہ غیر قانونی سموں کی فروخت / اجرا کے لیے ایک جامع طریقہ کار وضع کیا جائے کیونکہ یہ قومی سلامتی کے ساتھ ساتھ شہریوں کی رازداری کے لیے بھی خطرہ ہے۔ انہوں نے پی ٹی اے کو مزید ہدایت کی کہ وہ نادرا کے ساتھ مل کر میت کے نام پر جاری کردہ سموں کو بلاک کرنے کا نظام وضع کرے۔
پارلیمانی پینل نے سموں کی غیر قانونی فروخت کو روکنے کے لیے اقدامات کی کمی پر شدید تحفظات کا اظہار کیا۔
کمیٹی نے اپنے سابقہ اجلاسوں میں دی گئی سفارشات کا حوالہ دیتے ہوئے کمیٹی نے غیر قانونی سموں پر پابندی کے لیے ایک نظام وضع کرنے میں متعلقہ محکموں کی لاپرواہی پر مایوسی کا اظہار کیا۔ کمیٹی نے ڈائریکٹر جنرل ایف آئی اے کو ہدایت کی کہ وہ آئندہ اجلاس میں اپنی موجودگی کو یقینی بنائیں۔
پی ٹی اے کے نمائندوں نے کمیٹی کو بتایا کہ نادرا قومی اعداد و شمار کا نگراں ہونے کے ناطے مرنے والوں کا ڈیٹا پی ٹی اے کے ساتھ شیئر کرنے پر رضامند ہو گیا ہے۔ انہوں نے مزید کہا کہ ان کے نام پر جاری کردہ سموں کو فوری طور پر بلاک کردیا جائے گا۔ انہوں نے کہا کہ پی ٹی اے نے ایسے موبائل آپریٹرز کے خلاف بھی تعزیراتی کارروائی کی ہے جن کے سیل سینٹرز یا فرنچائزز مطلوبہ ضروریات اور تصدیق کے بغیر سم جاری کرنے میں ملوث پائے گئے۔
انہوں نے کہا کہ ہم نے موبائل آپریٹرز کو ہدایت کی ہے کہ وہ بائیومیٹرک تصدیق کے بغیر سم جاری نہ کریں۔
رکن قومی اسمبلی شیر علی ارباب نے پی ٹی اے کو غیر قانونی سموں کا مسئلہ حل نہ کرنے پر بھی تنقید کا نشانہ بنایا۔ انہوں نے کہا ، “ہم مہینوں سے ایک ہی بریفنگ سن رہے ہیں ، کیونکہ اتھارٹی کی جانب سے اس مسئلے کو حل کرنے کے لیے کوئی ٹھوس اقدامات نہیں کیے گئے ہیں۔” ان کا موقف تھا کہ کمیٹی کے چیئرمین کو ان افسران کے خلاف کارروائی کرنی چاہیے جنہیں طلب کیا گیا تھا اور وہ جسم کو بریف کرنے کے لیے پیش نہیں ہوئے۔
قانون سازوں کا موقف تھا کہ تمام جعلی سرگرمیاں ان غیر قانونی سموں کے ذریعے کی جا رہی ہیں۔
رکن ناز بلوچ نے شکایات کے اندراج کے لیے تھانوں میں خصوصی سائبر یونٹ قائم کرنے کی تجویز دی۔ انہوں نے سائبر کرائم ڈیپارٹمنٹ کو مزید عملے کے ساتھ بااختیار بنانے کی بھی سفارش کی کیونکہ موجودہ طاقت سائبر کرائم کے بڑھتے ہوئے معاملات کو سنبھالنے کے لیے ناکافی تھی۔
وفاقی سیکرٹری آئی ٹی ڈاکٹر سہیل راجپوت نے کمیٹی کو بتایا کہ سوشل میڈیا قوانین کا جائزہ لیا گیا ہے۔ انہوں نے مزید کہا کہ قواعد کو اپ ڈیٹ کر دیا گیا ہے اور جلد ہی مطلع کیا جائے گا۔
ممبر لیگل نے کہا کہ سیکشن 51 کو رولز میں شامل کیا گیا ہے اور کابینہ نے سوشل میڈیا پر نظر ثانی شدہ رولز کی منظوری دے دی ہے۔
چیئرمین نے ہدایت کی کہ نظر ثانی شدہ سوشل میڈیا رولز کمیٹی کو فراہم کیے جائیں۔
کمیٹی کے ایک رکن علی گوہر نے کہا کہ کمیٹی کو نظر ثانی شدہ سوشل میڈیا قوانین پر دوبارہ بریفنگ دی جائے۔ انہوں نے مزید کہا کہ قانون سازی کی جا سکتی ہے تاکہ لوگ سائبر جرائم کا ارتکاب نہ کریں۔ انہوں نے کہا کہ سائبر کرائم قانون سازی پر ایک جامع بریفنگ ہونی چاہیے۔
