On Thursday, Chief of Army Staff General Qamar Javed Bajwa said that Pakistan was ready to resolve all outstanding disputes with its neighbours in a dignified and peaceful manner through dialogue.
Addressing the Islamabad Security Dialogue, the Army Chief emphasized that the choice was deliberate and rational, not a result of any pressure.
General Qamar Javed Bajwa said that it was time to create harmony in South Asia through communication, peaceful coexistence and resource sharing to fight hunger, illiteracy and diseases instead of fighting each other. He said that stable Indo-Pak relations were the key to unlocking the potential of South and Central Asia while ensuring connectivity between East and West Asia.
However, he lamented that the two neighbors have become hostages in disputes and affairs. He said that without resolving the Kashmir dispute through peaceful means, the process of disputes in the subcontinent would always be derailed due to politically motivated sermons.
“Now is the time to bury the past and move on,” he said. However, he said that our neighbor needs to create a conducive environment for resumption of dialogue process, especially in the illegally occupied Jammu and Kashmir in India.
The Army Chief said that Pakistan has learned lessons from the past and is ready to move towards a new future. However, it is all about cooperation. “Despite being a poor region, we spend a lot of money on defense, which naturally comes at the expense of human development,” he said.
He said that Pakistan was one of the few countries which had resisted the temptation to join the arms race despite increasing security challenges. He said that Pakistan’s defense expenditure has decreased instead of increased. This is not an easy task, especially in a hostile and unstable neighborhood.
The Chief of Army Staff said that Pakistan’s strong role in the current struggle for peace in Afghanistan is a testament to our goodwill. He noted that our close cooperation and vital support for the peace process has led to a historic engagement between the Taliban and the United States and paved the way for intra-Afghan dialogue. He said that Pakistan would continue to push for a lasting and comprehensive peace process for the betterment of the people of Afghanistan and for regional peace.
The Army Chief said that Pakistan has taken unprecedented steps to enhance Afghan trade and connectivity by reshaping the Afghan-Pakistan Transit Trade Agreement and providing Afghanistan access to its goods for export to India.
“Our efforts for peace in Afghanistan and our responsible and strong approach to India reflect our desire to transform the story of geopolitical competition into geo-economic integration,” he said.
General Qamar Javed Bajwa said that Pakistan’s long campaign against terrorism and extremism also shows our determination and national aspiration. “We have come a long way and yet we are a little short of our ultimate goal,” he said. But we are determined to stick to this course.
The Army Chief said that Pakistan has started working towards backward development and improving the economic condition of poor areas.
He said that besides ensuring peace and security, the Pakistan Army has also contributed immensely to this national cause by rebuilding some neglected areas and mainstreaming them through large-scale development projects.
The Chief of Army Staff said that CPEC is at the heart of our economic transformation plan. He said that we have launched the mega project for all global and regional players. We have made sincere efforts to make it comprehensive, transparent, and attractive, with the goal of bringing benefits to everyone.
جمعرات کو چیف آف آرمی اسٹاف جنرل قمر جاوید باجوہ نے کہا ہے کہ پاکستان اپنے ہمسایہ ممالک کے ساتھ تمام بقایا تنازعات کو با وقار اور پرامن انداز میں بات چیت کے ذریعے حل کرنے کے لئے تیار ہے۔
اسلام آباد سیکیورٹی مکالمے سے خطاب کرتے ہوئے آرمی چیف نے زور دے کر کہا کہ یہ انتخاب دانستہ اور عقلیت پر مبنی ہے ، نہ کہ کسی دباؤ کے نتیجے میں۔
جنرل قمر جاوید باجوہ نے کہا کہ اب وقت آگیا ہے کہ ایک دوسرے سے لڑنے کے بجائے بھوک ، ناخواندگی اور بیماریوں سے لڑنے کے لئے رابطے ، پرامن بقائے باہمی اور وسائل کے اشتراک کے ذریعہ جنوبی ایشیا میں ہم آہنگی پیدا کی جائے۔ انہوں نے کہا کہ مستحکم ہند پاک تعلقات مشرقی اور مغربی ایشیاء کے مابین رابطے کو یقینی بناتے ہوئے جنوبی اور وسطی ایشیا کی ناجائز صلاحیتوں کو کھولنے کی کلید ہیں۔
تاہم انہوں نے اس بات پر افسوس کا اظہار کیا کہ دونوں ہمسایہ ممالک کے مابین تنازعات اور امور میں یرغمال بن گیا ہے۔ انہوں نے کہا کہ تنازعہ کشمیر کو پرامن ذرائع سے حل کیے بغیر ، برصغیر کے تنازعات کا عمل ہمیشہ سیاسی طور پر متحرک ہونے والے خطبے کی وجہ سے پٹڑی سے پڑنے کا شکار رہے گا۔
انہوں نے کہا کہ اب وقت آگیا ہے کہ ماضی کو دفن کیا جائے اور آگے بڑھیں۔ تاہم انہوں نے کہا کہ ہمارے پڑوسی کو بات چیت کے عمل کو دوبارہ شروع کرنے کے لئے بالخصوص ہندوستان میں غیرقانونی طور پر مقبوضہ جموں و کشمیر میں ایک سازگار ماحول پیدا کرنا ہوگا۔
آرمی چیف نے کہا کہ پاکستان ماضی سے سبق سیکھ چکا ہے اور ایک نئے مستقبل کی طرف بڑھنے کے لئے آمادہ ہے۔ تاہم ، یہ سب باہمی تعاون کے برابر ہے۔ انہوں نے کہا کہ ایک غریب خطہ ہونے کے باوجود ، ہم دفاع پر بہت زیادہ رقم خرچ کرتے ہیں جو قدرتی طور پر انسانی ترقی کی قیمت پر آتا ہے۔

آرمی چیف نے کہا کہ افغانستان میں امن کی موجودہ جدوجہد میں پاکستان کا مضبوط کردار ہماری خیر سگالی کا ثبوت ہے۔ انہوں نے اس بات کی نشاندہی کی کہ امن عمل کے لئے ہماری قریبی تعاون اور اہم حمایت طالبان اور امریکہ کے مابین تاریخی مشغولیت کا باعث بنی ہے اور انٹرا افغان مذاکرات کی راہ ہموار کردی ہے۔ انہوں نے کہا کہ پاکستان افغانستان کے عوام کی بہتری اور علاقائی امن کے لئے پائیدار اور جامع امن عمل پر زور دیتا رہے گا۔
آرمی چیف نے کہا کہ پاکستان نے افغان پاکستان ٹرانزٹ تجارتی معاہدے کو ازسر نو شکل دے کر اور افغانستان کو اپنا سامان بھارت کو برآمد کرنے کے لئے بھی رسائی فراہم کرکے افغان تجارت اور رابطے کو بڑھانے کے لئے بے مثال اقدامات کئے ہیں۔
انہوں نے کہا کہ افغانستان میں امن کے لئے ہماری کوششیں اور بھارت کے ساتھ ذمہ دار اور پختہ سلوک جیو سیاسی مقابلہ جات کی داستان کو جیو اقتصادی انضمام میں تبدیل کرنے کی ہماری خواہش کو ظاہر کرتا ہے۔
جنرل قمر جاوید باجوہ نے کہا کہ دہشت گردی اور انتہا پسندی کے خلاف پاکستان کی طویل مہم بھی ہمارے عزم اور قومی خواہش کو ظاہر کرتی ہے۔ انہوں نے کہا کہ ہم نے بہت طویل سفر طے کیا ہے اور اس کے باوجود ہم اپنے حتمی مقصد سے تھوڑا سا کم ہیں۔ لیکن ہم اس کورس پر قائم رہنے کے لئے پرعزم ہیں۔
آرمی چیف نے کہا کہ پاکستان نے پسماندہ ترقی اور غریب علاقوں کی معاشی حالت کو بہتر بنانے کی طرف کام کرنا شروع کردیا ہے۔
انہوں نے کہا کہ پاک فوج نے امن و سلامتی کو یقینی بنانے کے علاوہ بڑے پیمانے پر ترقیاتی منصوبوں کے ذریعے کچھ نظرانداز کیے گئے علاقوں کی تعمیر نو اور مرکزی دھارے میں شامل کرکے اس قومی مقصد کے لئے بے پناہ تعاون کیا ہے۔
آرمی چیف نے کہا کہ سی پی ای سی ہمارے معاشی تبدیلی کے منصوبے کا مرکز ہے۔ انہوں نے کہا کہ ہم نے میگا پروجیکٹ کو ہر عالمی اور علاقائی کھلاڑیوں کے ل. جامع ، شفاف ، اور پرکشش بنانے کے لئے مخلصانہ کوششیں کیں ہیں جس کا مقصد ہر ایک کو اس کے فوائد پہنچانا ہے۔
