ایف بی آر ماہ کے آخر تک چینی پر سیلز ٹیکس کی رعایت ختم کردے گا
Official sources said on Thursday that the Federal Board of Revenue (FBR) would remove the tax exemption available on sugar supply by the end of this month.
A senior official at the LTO Karachi, a major taxpayer’s office, said the discount available on sugar sales would expire on November 30, 2021.
Through the Finance Act 2021, the government withdrew the minimum sales tax rate on sugar. In addition, sales tax on sugar supply was made subject to retail price.
However, with the rising trend of retail prices of sugar, the Prime Minister directed the tax authorities to delay the imposition of sales tax on retail sale of sugar for some time.
Following the directive of the Prime Minister, the FBR issued SRO 989 I / 2021 on 5 August 2021 to defer the imposition of sales tax on sugar at the retail stage. Now, from December 1, 2021, a sales tax rate of 17% will be applied on the retail sale of sugar.
The retail price of sugar / kg is hovering around Rs 110 and Rs 120 in local markets. The retail price of goods reached Rs 160 last week due to supply disruptions.
The official said that the withdrawal of tax deduction would affect the retail price. However, the official said that the crushing season is scheduled to start on November 20, 2021, which will ensure the availability of the commodity and will also reduce the price in the open market.
Prior to the Finance Act, 2021, sugar was subject to sales tax at a minimum price of Rs. 60 per kg. However, following the Prime Minister’s instructions to provide relief and considering the high cost of the commodity, the Board of Revenue increased the minimum price for the calculation of sales tax to Rs. 72.
The FBR has decided to deploy personnel at all sugar mills across the country to maintain sugar prices after the crushing season.
An official of LTO Karachi said that the unit has jurisdiction over about 34 sugar mills. The unit is seeking approval from the FBR for the appointment of tax officials in sugar mills.
Meanwhile, LTO Lahore, which has control over sugar mills, had already started deploying personnel.
The official said the FBR intends to monitor the entire supply chain, from manufacturing to retail, to prevent tax leakage.

فنانس ایکٹ 2021 کے ذریعے حکومت نے چینی پر کم از کم سیلز ٹیکس کی شرح واپس لے لی۔ مزید برآں، چینی کی سپلائی پر سیلز ٹیکس خوردہ قیمت سے مشروط کر دیا گیا۔

وزیر اعظم کی ہدایت پر عمل کرتے ہوئے، ایف بی آر نے خوردہ مرحلے پر چینی پر سیلز ٹیکس کے نفاذ کو ملتوی کرنے کے لیے 5 اگست 2021 کو ایس آر او 989 1/2021 جاری کیا۔ اب، یکم دسمبر 2021 سے چینی کی خوردہ فروخت پر 17 فیصد سیلز ٹیکس کی شرح لاگو ہوگی۔
چینی/کلوگرام کی خوردہ قیمت مقامی مارکیٹوں میں 110 روپے اور 120 روپے کے قریب منڈلا رہی ہے۔ سپلائی میں رکاوٹوں کی وجہ سے گزشتہ ہفتے اشیاء کی خوردہ قیمت 160 روپے تک پہنچ گئی۔
اہلکار نے کہا کہ ٹیکس رعایت واپس لینے کا اثر خوردہ قیمت پر پڑے گا۔ تاہم، اہلکار نے کہا کہ کرشنگ سیزن 20 نومبر 2021 تک شروع ہونے والا ہے، جس سے اجناس کی دستیابی یقینی ہو گی اور اس سے اوپن مارکیٹ میں قیمت بھی کم ہو جائے گی۔
فنانس ایکٹ، 2021 سے پہلے، چینی کم از کم 60 روپے فی کلو گرام کی قیمت پر سیلز ٹیکس کے تابع تھی۔ تاہم، ریلیف فراہم کرنے کے لیے وزیر اعظم کی ہدایات پر عمل کرتے ہوئے اور اجناس کی زیادہ قیمت پر غور کرتے ہوئے، ریونیو بورڈ نے سیلز ٹیکس کے حساب کے لیے کم از کم قیمت کو 72 روپے تک بڑھا دیا۔
کرشنگ سیزن کے بعد چینی کی قیمتیں برقرار رکھنے کے لیے ایف بی آر نے ملک بھر کی تمام شوگر ملوں پر اہلکار تعینات کرنے کا فیصلہ کیا ہے۔
ایل ٹی او کراچی کے اہلکار نے بتایا کہ یونٹ کا دائرہ اختیار تقریباً 34 شوگر ملوں پر ہے۔ یونٹ شوگر ملوں میں ٹیکس حکام کی تعیناتی کے لیے ایف بی آر سے منظوری مانگ رہا ہے۔
دریں اثنا، ایل ٹی او لاہور، جس کا اختیار شوگر ملوں پر ہے، نے پہلے ہی اہلکاروں کی تعیناتی شروع کر دی تھی۔
اہلکار نے کہا کہ ایف بی آر نے ٹیکس کے رساو کو روکنے کے لیے چینی کی مینوفیکچرنگ سے لے کر ریٹیل مرحلے تک کی پوری سپلائی چین کی نگرانی کرنے کا ارادہ کیا ہے۔
