ای سی پی نے سیاسی جماعتوں سے اکاؤنٹس کے بیانات جمع کروانے کا مطالبہ کیا
الیکشن کمیشن آف پاکستان (ای سی پی) نے سیاسی جماعتوں سے مالی سال 2019۔20 کے اکاؤنٹس کے بیانات 29 اگست سے پہلے پیش کرنے کو کہا ہے۔
ای سی پی کے مطابق ، سیاسی جماعتوں کو انتخابی ایکٹ ، 2017 کی دفعہ 210 کے تحت کمیشن کے پاس ایسے بیانات داخل کرنے کی ضرورت ہے ، ایکٹ ای بیڈ کی دفعہ 204 کے ساتھ پڑھا جائے اور انتخابی قواعد 2017 ، کے ضابطہ 159 اور 160 کو پڑھا جائے۔
الیکشن ایکٹ ، 2017 کی دفعہ 210 میں یہ بات فراہم کی گئی ہے کہ ایک سیاسی جماعت سالانہ آمدنی اور اخراجات ، اس کے فنڈز کے ذرائع اور اثاثوں اور ذمہ داریوں پر مشتمل فارم-ڈی پر کسی چارٹرڈ اکاؤنٹنٹ کے ذریعہ آڈٹ کردہ اپنے اکاؤنٹس کا ایک مستحکم بیان پیش کرے گی۔ مالی سال کے اختتام سے 60 دن کے اندر کمیشن۔
الیکشن کمیشن کو جو بیان پیش کیا جائے اس میں کسی سیاسی پارٹی کے کھاتوں کے آڈٹ کے سلسلے میں ایک چارٹرڈ اکاؤنٹنٹ کی رپورٹ اور پارٹی سربراہ کے ذریعہ مجاز عہدہ دار کے دستخط شدہ سرٹیفکیٹ کے ساتھ ہونا چاہئے جس میں کہا گیا ہے کہ کسی بھی ذریعہ سے فنڈز ممنوع نہیں ہیں۔ الیکشن ایکٹ ، 2017 کو سیاسی جماعت نے موصول کیا تھا اور اس بیان میں سیاسی جماعت کی ایک درست مالی حیثیت موجود ہے۔
الیکشن ایکٹ ، 2017 کے تحت دیئے گئے اکاؤنٹ کا بیان فارم ڈی پر جمع کرایا جائے گا۔
الیکشن کمیشن سیکرٹریٹ ، اسلام آباد اور صوبائی الیکشن کمشنرز پنجاب ، سندھ ، خیبر پختونخوا اور بلوچستان کے دفاتر میں ، طباعت شدہ فارم مفت میں دستیاب ہیں۔
اس بیان کو سیکرٹری الیکشن کمیشن آف پاکستان ، کانسٹیٹیوشن ایوینیو ، جی۔ 5/2 ، اسلام آباد کو خطاب کیا جائے اور پارٹی کے کسی عہدیدار کے ذریعہ دیا جائے ، جو پارٹی کے سربراہ کے ذریعہ انتخابی قواعد کے ضابطہ 156 کے تحت اختیار ہے ، 2017. پوسٹ ، فیکس ، کورئیر سروس یا کسی دوسرے موڈ کے ذریعہ موصولہ بیانات قبول نہیں کیے جائیں گے۔
The Election Commission of Pakistan (ECP) has asked political parties to submit their accounts for 2019-20 before August 29.
According to the ECP, political parties are required to submit such statements to the Commission under Section 210 of the Election Act 2017, which is read with Section 204 of the Act there and Rules 159 and 160 of the Election Rules 2017.
Pursuant to Section 210 of the 2017 Electoral Act, a political party will submit consolidated financial statements that have been audited for Form-D by an auditor and that contain annual income and expenses, sources of their funds, and assets and liabilities in a prescribed manner, commission within 60 days of the end of a fiscal year.
The statement to be submitted to the ECP should be attached to an auditor’s report on the auditing of a political party and a certificate signed by an officer authorized by the party leader stating that no funds from any source are prohibited under the 2017 Election Act was approved by the political party received and the statement contains an exact financial position of the political party.
The annual financial statements are submitted on Form D in accordance with the Election Act 2017.
Printed forms are available free of charge from the Secretariat of the Election Commission in Islamabad and the offices of Provincial Election Commissioners in Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan.
The statement should be addressed to the Secretary of the Pakistani Electoral Commission, Constitution Avenue, G-5/2, Islamabad and should be made through a party official duly authorized by the party chairman under rule 156 of the electoral rules. 2017. Statements received by post, fax, courier service or any other mode will not be accepted.
