The Chief Minister noted in his letter that the rules do not allow the appointment of a financial advisor as a member or head of the commission. He said that “only the finance minister is authorized to lead the commission.”
He added that while it was the President’s privilege to set up the NFC, he refused to appoint provincial officials to the Commission.
“The president approves the appointment of the provincial representatives after consulting the governor and prime minister,” he said in his letter to Imran Khan.
He said that since the center would pay for the Kashmir and Gilgit-Baltistan areas, they should increase the financial share of these areas.

وزیر اعلی سندھ سید مراد علی شاہ نے 10 ویں قومی خزانہ کمیشن (این ایف سی) کے قیام پر تحفظات اٹھاتے ہوئے وزیر اعظم عمران خان کو ایک مراسلہ قلمبند کیا جس کا مقصد مرکز اور صوبوں کے مابین وفاقی تقسیم وسائل کی تقسیم کے لئے ایک نئے ایوارڈ کا اعلان کرنا ہے۔
وزیراعلیٰ نے اپنے خط میں نشاندہی کی کہ قواعد کمیشن کے ممبر یا سربراہ کے طور پر مشیر خزانہ کو تقرری کرنے کی اجازت نہیں دیتے ہیں۔ انہوں نے کہا کہ “صرف وزیر خزانہ ہی کمیشن کی سربراہی کرنے کے مجاز ہیں۔”
انہوں نے مزید کہا کہ اگرچہ صدر کا این ایف سی قائم کرنا مقدم ہے ، انہوں نے کمیشن میں صوبائی نمائندوں کی تقرری پر اعتراض کیا۔
انہوں نے عمران خان کو لکھے گئے خط میں کہا ، “صدر متعلقہ گورنر اور وزیراعلیٰ سے مشاورت کے بعد صوبائی نمائندوں کی تقرری کی منظوری دیتے ہیں۔”
انہوں نے کہا کہ چونکہ مرکز کشمیر اور گلگت بلتستان کے علاقوں کے اخراجات برداشت کرے گا لہذا انہیں ان علاقوں کا مالی حصہ بڑھانا چاہئے۔
