بھنگ کئی بیماریوں کا علاج ہے: سپریم کورٹ
The Supreme Court, while welcoming the separation of cannabis and heroin, said that cannabis is a cure for many diseases and empowers human nerves.
The Supreme Court heard a case regarding the convictions of drug accused. A seven-member larger bench headed by Justice Ijaz-ul-Ahsan conducted the hearing. The Supreme Court ordered the judicial assistants to submit written submissions.
The court said a Senate committee was enacting legislation on drug offenders, to be briefed on developments in the committee. Judicial Assistant Khawaja Harris said that the legislation being enacted by the government would include punishments according to the nature of different drugs.
Justice Sajjad Ali Shah remarked that earlier the punishment for cannabis and heroin was equal. If the punishment for cannabis and heroin is being done separately, then it is welcome.
Justice Mazahir Ali Akbar Naqvi said that cannabis is a cure for many diseases, cannabis is powerful for human nerves, cannabis is used as medicine in different countries. Justice Jamal Khan Mandokhel said that now the government has also formulated a policy on cannabis.
Judicial Assistant Aitzaz Ahsan said that I want to tell an interesting incident to the court. In 1988, when I was Home Minister, Nawaz Sharif came to Islamabad with thousands of people for Zia-ul-Haq’s death anniversary. It was reported that buses were stopped at Zero Point. Concerned about security concerns, the IG said buses were being loaded with cannabis.
There was laughter in the court room when Aitzaz Ahsan narrated the incident. The Supreme Court adjourned the case till the last week of January.
سپریم کورٹ نے بھنگ اور ہیروئن کو الگ کرنے کا خیرمقدم کرتے ہوئے کہا کہ بھنگ بہت سی بیماریوں کا علاج ہے اور انسانی اعصاب کو طاقت دیتا ہے۔
سپریم کورٹ میں منشیات کے ملزمان کی سزاؤں سے متعلق کیس کی سماعت ہوئی۔ جسٹس اعجاز الاحسن کی سربراہی میں سات رکنی لارجر بینچ نے سماعت کی۔ سپریم کورٹ نے عدالتی معاونین کو تحریری درخواستیں جمع کرانے کا حکم دے دیا۔
عدالت نے کہا کہ سینیٹ کی کمیٹی منشیات کے مجرموں سے متعلق قانون سازی کر رہی ہے، کمیٹی میں ہونے والی پیش رفت پر بریفنگ دی جائے۔ عدالتی معاون خواجہ حارث نے کہا کہ حکومت کی جانب سے جو قانون سازی کی جا رہی ہے اس میں مختلف ادویات کی نوعیت کے مطابق سزائیں شامل ہوں گی۔
جسٹس سجاد علی شاہ نے ریمارکس دیئے کہ پہلے بھنگ اور ہیروئن کی سزا برابر تھی۔ بھنگ اور ہیروئن کی سزا الگ الگ ہو رہی ہے تو خوش آئند ہے۔
جسٹس مظاہر علی اکبر نقوی نے کہا کہ بھنگ بہت سی بیماریوں کا علاج ہے، بھنگ انسانی اعصاب کے لیے طاقتور ہے، بھنگ مختلف ممالک میں بطور دوا استعمال ہوتی ہے۔ جسٹس جمال خان مندوخیل نے کہا کہ اب حکومت نے بھنگ کے حوالے سے بھی پالیسی بنائی ہے۔
عدالتی معاون اعتزاز احسن نے کہا کہ عدالت کو ایک دلچسپ واقعہ سنانا چاہتا ہوں۔ 1988 میں جب میں وزیر داخلہ تھا تو نواز شریف ضیاء الحق کی برسی کے لیے ہزاروں لوگوں کے ساتھ اسلام آباد آئے۔ بتایا گیا کہ زیرو پوائنٹ پر بسوں کو روک دیا گیا۔ سیکیورٹی خدشات پر آئی جی نے کہا کہ بسوں میں بھنگ لادی جا رہی تھی۔
اعتزاز احسن نے واقعہ سنایا تو کمرہ عدالت میں قہقہہ گونج اٹھا۔ سپریم کورٹ نے کیس کی سماعت جنوری کے آخری ہفتے تک ملتوی کر دی۔
